PRAM (for “regional platform for access to transport”) addresses transport problems in the Aquitaine and Limousin Poitou-Charentes regions of western France by taking in donations of vehicles, for renovation and provision to persons facing transport difficulties, whose needs are analysed and individual solutions sought accordingly. Vehicle donations are sought from private individuals but chiefly from companies and local authorities, for which the operation will form part of their corporate social responsibility endeavour. The non-profit organization is a registered charity and issues tax rebate receipts accordingly. It develops a region-wide plan under contractual partnerships specifying means and objectives with social inclusion organizations and five socially responsible garages.
Vehicles donated to PRAM are renovated by socially responsible garages throughout the region and sold at affordable prices to beneficiaries referred to the organization by social services. PRAM runs a network of partner garages, organizing skills development accordingly. It provides permanent commercial assistance and support. At least four technical committee meetings are held every year, for sharing practices among mechanics with a view to consistency and improvement. Standard practices are written up in procedure sheets listing the points to be checked on initial vehicle diagnosis, points for determining the vehicle sale price, etc. PRAM also runs communication campaigns on vehicle donation, and promotes the garages at nationwide scale.
